Introduction

The answer to the question is YES. Angels do direct the will of mankind, but not in every instance of human life. There are numerous instances in the scriptures where angels direct man according to the purpose of Elohim. Here are a few examples:

• Moses met the angel in the burning bush and was made a deliverer (Ex. 3:1-15).

• Jacob wrestled the angel who changed his name to Israel.

• An angel visited Daniel and gave him revelations (Dn. 10th chp.).

• The archangel Gabriel appeared to Mary impregnating her with the seed of Yahshua the Messiah (Lk. 1:26-36).

It may seem a little unsettling to know that angels influence the affairs of mankind. However, angelic intervention does not mean that mankind are total robots and do not have freewill. On the contrary, mankind does have a certain amount of free will, which is always in context with the overall purpose of Elohim.

For example, Moses had no choice in the matter of being the deliverer for the children of Israel. Yet as Elohim allowed Satan to plague Job and his household, Job had a choice or free will to curse Yahweh or die (Job 1:17). Elohim gave Israel the Law of Moses and they had a choice to obey it and be blessed or to disobey it and receive the curse of death and plagues. Likewise, Israel always had a choice to reject or accept the words of Truth that the Messiah spoke during His ministry and that His apostles preached after the outpouring of the Holy Spirit when they began to teach the resurrection.

Now the second question one may ask, along this same line of thought, is do angels have free will and do they develop with mankind in their interaction with humans? To answer this question one must have some understanding of the purpose of Elohim.

What is the purpose of Elohim?

Elohim made both the angelic and the physical realms subject to the corruption of Lucifer that they may understand the principles of good and evil and exercise principles of faith, patience, etc., which would bring about the resurrection.

The Apostle Paul wrote it as follows. "For the creature was made subject to vanity, not willingly, but by reason of him who hath subjected the same in hope, Because the creature itself also shall be delivered from the bondage of corruption into the glorious liberty of the children of Elohim (God, Rm. 8:20-21)."

It is clear that both men and angels have some autonomy to make choices between good and evil. From what is known about the principle of natural growth in the physical realm and developmental growth in psychology, problematic situations allow a person’s creative intelligence and other faculties to develop. Without challenges, growth is impossible.

In fact, it takes an even higher intelligence, which we know is Yahweh, to create these situations that allow various faculties to develop in his creatures along a prescribed purpose.

What is the intent of this article?

Now the intent of this article is to examine those situations in the scriptures that allow one to glean an understanding of the angels’ developmental role, especially in a council setting with Elohim. The role of Elohim’s angelic council before His throne is documented in only a few places in the Bible. The Book of Enoch, which is not a part of the books of the Bible, has many instances where Elohim inquires of the angelic council concerning matters in the earthplane. (See "What Is the Apocrypha?" What is the angelic council?

It is clear from the prophets of Israel’s visions that Elohim has a council around His throne that appears to aid him in influencing the affairs of mankind in a specific direction. This council consists of 24 elders, according to the Apostle John’s vision in Revelation, who also have thrones and crowns, but who are subservient to Elohim. John said in Revelation that he saw the 24 elders around the throne of Elohim and they sang a song. "You are worthy, our Master and Elohim (Lord and God), to receive glory and honor and power, for you created all things, and by your will they were created and have their being (Rev 4:11 NIV)."

Now the Book of Enoch describes a vision of heaven as follows. "In those days I saw the Head of Days when He seated himself upon the throne of His glory, And the books of the living were opened before Him: And all His host which is in heaven above and His counselors stood before Him (Enoch 47:3),"

What specific functions these elders had are unclear. The only way to understand these functions is through the analogies, symbolism, and types that Elohim setup with Israel. For example, Moses set up 70 elders to oversee the administration of the Law with Israel (Num. 11:16-17). These 70 elders who were the rulers over Israel symbolically represented the 24 elders that ruled along with the Messiah on the affairs in heaven and in the earth-plane.

Now during His ministry the Messiah hinted at the role of the 24 elders by comparing them to His 12 disciples. He said to His disciples "…I tell you the truth, at the renewal of all things, when the Son of Man sits on his glorious throne, you who have followed me will also sit on twelve thrones, judging the twelve tribes of Israel (Mt. 19:28 NIV)."

Now the above examples give a picture of the role of the 24 elders in heaven and how they aid the Messiah. There is only one example in the Bible that actually gives a dialogue between Elohim and his angels as they analyze a problem.

How was the Ahab episode directed?

The prophet Micaiah of Elohim describes one of the most revealing incidents in the Bible regarding the inner working of Elohim and His angelic council. In this instance King Ahab of Israel and King Jehoshaphat of Judah, wanted to know whether Elohim would be with them if they went to battle against King Aram (1Kgs. 22:1-3). Now King Ahab knew that there was a prophet of Elohim who would tell him the truth, but he did not like the prophet for this very reason. He knew that Macaiah was known for not altering the message to please his audience. King Ahab reluctantly called for the "bad news" prophet. Macaiah described a vision from Elohim, which answered Ahab’s question.

Micaiah told King Ahab the following. "… I saw Yahweh Elohim sitting on his throne with all the host of heaven standing around him on his right and on his left. And Yahweh Elohim said, `Who will entice Ahab into attacking Ramoth Gilead and going to his death there (1 Kings 22:19-20)?"

From this vision it is revealed that Elohim did not consider the matter alone, but put forth a question to the angelic host for suggestions of how to get Ahab to a certain place so that he would die. This vision gives humans an indication of how Elohim and the angelic host manage the affairs of humans.

Micaiah describes this discussion among the angels and Elohim. He states: "One [angel] suggested this, and another that. Finally, a spirit came forward, stood before the Yahweh and said, `I will entice him.’ "By what means?’ Yahweh asked. "I will go out and be a lying spirit in the mouths of all his prophets,’ he said. "You will succeed in enticing him,’ said Yahweh. `Go and do it (1 Kings 22:20-22 NIV). "

It is clear from this vision that the Heavenly host not only discussed the matter, but various angels presented solutions to get Ahab to go to the place assigned for his death. This allows humans to see how the heavenly council determines earthly matters and arranges future events.

From this vision it is clear that angels are not robots, but have some input on what happens on earth. It also shows that angels have a role in determining how certain events transpire. In this interaction angels exercise certain faculties and creativity.

In the Ahab discussions, an angel decided to be a lying spirit in the mouth of the prophets of King Ahab. What this means is that this angel of Elohim appeared to Ahab’s prophets in visions and dreams and told them what was required to get Ahab to come to this battle where he would die.

Conclusion

In conclusion, we can see how the angelic council considered the matter concerning King Ahab and reached a decision. Their conference serves as a model that shows how the will of the angelic council along with Elohim’s blessings directs the affairs of men.

This allows those that have eyes to see how Elohim and His council can put the will of the angelic council into men’s hearts. The Apostle John saw such an event in his vision, which is recorded in Revelation, regarding the beast with ten horns that carries the harlot destroy her with fire. John said that Elohim would put into their "hearts to fulfill his will (Rev 17:16-17)."
